While at HB Lanarc Planning + Design, Alex Boston led a team to co-create with the City of Nelson a comprehensive community energy and emission plan addressing land use, transportation, building, energy supply and solid waste. Low Carbon Path to 2040 focuses on priorities that support local job creation and keep energy spending recirculating in the local economy. Amongst its innovations is a building retrofit program using on-bill financing. Now in advanced stages of implementation, the award winning initiative is amongst Canada’s most successful municipal led residential retrofit programs. The Plan also recommended enhanced regional ride sharing and a lane way cabin and cottage strategy. The team provided carbon and energy modeling and mapping, policy guidance, implementation strategy and monitoring framework development, and key stakeholder and community engagement.
